Why Attend?
Most programmes can tell you what they did and what they achieved, but often struggle to explain how change actually happened.
The OMLC Winter School introduces Outcome Mapping and Outcome Harvesting, two complementary actor-centred approaches that help practitioners understand the behavioural, relational and organisational changes that drive social and systems transformation. Through a combination of concepts, tools and real-world examples, you'll learn how to work more effectively in complex environments, strengthen learning and adaptation, and build monitoring and evaluation systems that focus on influence, contribution and meaningful change.

The four-day event will introduce you to the concepts, tools and practical applications of Outcome Mapping and Outcome Harvesting. Supported by a team of OMLC Stewards, you will learn how to use the approaches to support planning, monitoring, evaluation and learning in complex change processes.
Shared Foundations
Understand the actor-centred philosophy that underpins OM and OH. Explore complexity, systems thinking, behavioural change, participation, influence and contribution as foundations for effective practice.
Methods & Tools
Learn the core steps, concepts and tools of Outcome Mapping and Outcome Harvesting. Gain practical experience with approaches for design, monitoring, evaluation, reflection and learning.
Application & Adaptation
Apply the methods to your own programmes, projects and evaluations. Explore how to combine, adapt and 'bricolage' OM and OH with other approaches to create fit-for-purpose MEL systems.
Meet the Team
The workshop is designed and delivered by the Outcome Mapping Learning Community Stewards with additional support from our wider group of OM Advisers. All members of the team will be involved in facilitating sessions and contributing their wealth of experience.
Simon Hearn
Simon is an independent consultant specialising in monitoring, evaluation and learning for research impact, policy influence and advocacy. He has coordinated the Outcome Mapping Learning Community for nearly twenty years and is co-author of the RAPID Outcome Mapping Approach. His work focuses on Outcome Mapping, organisational learning, research impact and adaptive management.
Glowen Kyei-Mensah
Glowen is a development consultant with expertise in monitoring and evaluation, participatory research, governance and programme design. A practitioner of Outcome Mapping since 2010 and trainer since 2013, she has applied the approach across civil society, government and media initiatives. Glowen is Chair of the Outcome Mapping Learning Community and is based in Ghana.
Jerrad Langlois
Jerrad is Managing Director, DT Global Germany. A MERL specialist since 2005, he has applied Outcome Mapping and Outcome Harvesting across USAID, UN and development programmes. His work focuses on complexity-responsive MEL systems, evaluation, adaptive management and the use of AI to strengthen learning.
Esther Kihoro
Esther Kihoro is a researcher and development practitioner specialising in inclusive and sustainable development, scaling, and systems change. She uses Outcome Mapping to support actor-centred planning, implementation and learning in complex contexts. Esther holds a PhD from Wageningen University and works with the CGIAR.
Steff Deprez
Steff Deprez is the Managing Partner at Voices That Count, a collaborative network of experts that promotes participatory and narrative approaches to MEL. He specialises in complexity-aware programme design and MEL and is driven by a strong interest in contextualising approaches and methods to meet diverse stakeholder needs. He is an OM and OH practitioner and trainer. He has been an OMLC steward for 10 years and currently an OMLC board member.

1 / Do you have sponsorship available?
Unfortunately, the OMLC can not offer any sponsorship for this event. As a not-for-profit organisation, we aim to keep the fees as low as possible. We also regularly organise events in different regions with the aim to reduce barriers to participation as much as possible.
2 / Can you recommend accommodation options nearby?
You can view accommodation options on websites such as Google Maps, Booking.com and AirBnB. Please note that the event organisers (OMLC) and hosts (NGO Federatie) have no arrangements with these websites and are not responsible in any way for your experience with them.
3 / Is there support available for obtaining a Schengen visa?
If required, we are able to provide a letter of invitation to support your visa application. Please contact us with your details if you require support. Please give us (i) your full name as it is on your passport, (ii) your nationality (as per passport), (iii) your passport number, and (iv) your passport expiry date. We can only guarantee your visa letter if you send us this information before November 1st.
4 / What is the refund policy?
Full refunds will be given to participants who cancel on or before 19 October 2026. 50% refunds will be given to participants who cancel on or before 2 November 2026. No refunds will be given to participants who cancel after 2 November 2026 under any circumstance.
5 / What happens if the event is cancelled?
If, through insufficient registrations, or otherwise, we are forced to cancel or postpone the event all participants will be given a full refund or the opportunity to carry forward their registration.
6 / Is my registration/ticket transferrable?
Yes. Changes to your registration need to be confirmed in writing at least 48 hours before the event starts.
7 / How can I pay for registration?
You can pay by credit or debit card through Stripe secure payments. You can also pay by bank transfer. After completing the application to register you will be sent an invoice which includes the payment details.
