This case study seeks to share the experiences and lessons learned of the French NGO 'Frères des Hommes' in their experimentation with outcome mapping as actor- and learning centred planning, monitoring and evaluation system. Outcome mapping was used to strengthen monitoring and evaluation practice in a programme that supports small-scale farmers in Rwanda. The programme aimed at promoting appropriate farming methods, strengthening of farmer groups and enhancing farmer's voice within the development and the implementation of policy by local authorities.
The case study contains the following;
- A description of how outcome mapping was introduced and adapted to the specific needs of the programme stakeholders.
- An overview of the main M&E processes and tools.
- An analysis of how the use of outcome mapping was able to help the programme to monitor processes of social transformation and how this contributed towards the sustainability of the programme’s results.
