This document shares how CARE used key concepts from Outcome Mapping to evaluate behavior changes related to women's empowerment and men's engagement in a mid-term review (MTR) of a 5-country agriculture program. Following that evaluation, Progress Markers from the MTR were used to initiate a process of designing a common gender-indicator framework for the 5 countries--while keeping the context-specificity and meaning of the behavior changes that are relevant in the different contexts.
The document illustrates how progress markers/gender behaviour change indicators can be used for design and monitoring & evaluation at different levels.
