Chukua Hatua is a five-year governance and accountability programme being implemented by Oxfam GB with DFID funding and strategy, monitoring and evaluation support from the Accountability Tanzania (AcT) Programme of KPMG. The philosophy of AcT is one of continuous planning, monitoring, reflection, learning and adaptation.

The evaluation report documents the findings of a qualitative impact evaluation that used an approach combining elements of Process Tracing with Outcome Harvesting, a monitoring and evaluation tool inspired by Outcome Mapping.

The management response describes how the report and the experience gained by Oxfam GB and its partners while generating data for the evaluation has influenced ongoing implementation, monitoring and evaluation of the programme.
